Extensive groundwork for Xi-Abe meeting could prove consequential … or not

Beijing has all but confirmed that President Xi Jinping and Japan Prime Minister Shinzo Abe will have their first-ever tete-a-tete in Beijing on the sidelines of the Asia Pacific Economic Cooperation (APEC) leaders’ meeting scheduled for Nov. 10 and 11.

When asked about the Xi-Abe meeting, Foreign Minister Wang Yi used a Chinese saying – “whoever shows up is our guest” – to indirectly confirm what some analysts call an “ice-breaking mini-summit.”

Since China-Japan relations went into a tailspin in September 2012, when Tokyo used national funds to purchase the privately-held Senkaku islands (known as the Diaoyus in China), high-level bilateral meetings have largely been stopped.
