Director of National Intelligence (DNI) Tulsi Gabbard on Friday released what she described as \u201coverwhelming evidence\u201d that President Barack Obama, top members of his cabinet and intelligence agencies engaged in a “years long coup” to “delegitimize” President Donald Trump’s first term in the White House with false claims that the Kremlin swung the 2016 election in Trump’s favor.<\/p>\n

\"\"Gabbard’s documents release include a \u201cRussia Hoax Memo & Timeline<\/a>\u201d and a 35-page evidentiary package<\/a> entitled \u201cDeclassified Evidence of Obama Administration Conspiracy to Subvert President Trump\u2019s 2016 Victory and Presidency.\u201d<\/p>\n

The documents make clear that the Intelligence Community had repeatedly concluded \u2014 before and after Election\u202fDay in November 2016 \u2014 that Russia lacked both the intent and capability to alter U.S. vote totals. A September 12,\u202f2016, assessment found that \u201cforeign adversaries do not have and will probably not obtain the capabilities to successfully execute widespread and undetected cyber\u2011attacks\u201d on election infrastructure.<\/p>\n

The intelligence community’s conclusions, however, were suppressed or overwritten at the direction of senior Obama officials, and likely Obama himself, after Trump defeated Hillary Clinton. Talking points drafted for then-DNI James\u202fClapper on December 7,\u202f2016, stated: \u201cForeign adversaries did not use cyberattacks on election infrastructure to alter the U.S. Presidential election outcome.\u201d Obama’s daily intelligence brief containing those conclusions was killed hours later.<\/p>\n

An Intelligence Community Assessment (ICA) released on Jan. 6,\u202f2017 relied in part on the discredited Steele dossier and became the cornerstone of years\u2011long investigations and impeachment efforts \u2014 despite internal dissent warning it was \u201cpoliticized intelligence.\u201d<\/p>\n

The timeline released by Gabbard on Friday includes the following findings:<\/p>\n

\u2022 31\u202fAug\u202f2016 \u2014 DHS tells then\u2011DNI Clapper there is \u201cno indication\u201d of a Russian plan to manipulate vote counts.<\/p>\n

\u2022 2\u202fSept\u202f2016 \u2014 FBI asks that a forthcoming pre\u2011election assessment be \u201csoftened\u201d because bureau analysts are \u201cuncomfortable\u201d implying Russia intends to disrupt the election.<\/p>\n

\u2022 12\u202fSept\u202f2016 \u2014 I.C. publishes the cyber\u2011threat ICA concluding adversaries cannot covertly overturn the vote.<\/p>\n

\u2022 7\u202fOct\u202f2016 \u2014 ODNI\/DHS press release blames Russia for DNC hacks but omits that FBI and NSA had \u201clow confidence\u201d in that attribution.<\/p>\n

\u2022 7\u202fDec\u202f2016 \u2014 Draft PDB reiterates that Russia did not tamper with election infrastructure; FBI abruptly withdraws, and a senior official quashes the product.<\/p>\n

\u2022 8 Dec 2016 \u2014 I.C. officials plan to publish the PDB the next day due to \u201chigh administration interest,\u201d knowing Russian actors \u201cdid not impact recent U.S. election results.\u201d Hours later, the FBI withdraws, announces it will draft a dissent, and a senior PDB editor cancels the brief \u201cbased on new guidance.\u201d<\/p>\n

\u2022 9\u202fDec\u202f2016 \u2014 Obama convenes National Security Council principals \u2014 including John\u202fBrennan, Susan\u202fRice, Loretta\u202fLynch, and Andrew\u202fMcCabe \u2014 and orders a new ICA. That same day, two \u201cblatantly false leaks\u201d reach The\u202fWashington Post, alleging that Russia hacked the vote and that the CIA concluded that Moscow had intervened to elect Trump.<\/p>\n

\u2022 14 Dec 2016 through late Dec 2016 \u2014 Leaks continue claiming Vladimir\u202fPutin was \u201cpersonally involved.\u201d Obama continued to push the narrative that Russia could be involved. Asks Putin to \u201cknock it off.\u201d An ODNI whistle\u2011blower who challenges the narrative is sidelined and pressured to accept the finding that Russia preferred Trump, a position he writes he \u201ccould not concur with in good conscience.\u201d<\/p>\n

\u2022 6\u202fJan\u202f2017 \u2014 The unclassified ICA is released, asserting that Putin ordered an influence campaign to help Trump \u2014 contradicting months of I.C. reporting and relying in part on the Steele\u202fdossier.<\/p>\n

Gabbard said she is commitment to fully investigate, prosecute, and deliver accountability \u201cto the fullest extent of the law\u201d to the American people and to President Trump and his family.<\/p>\n

Liz Harrington, a former spokeswoman for Trump, posted to social media:<\/p>\n

He was spied on.
\nFramed and had his election almost stolen from him.
\nHad a pandemic unleashed to destroy his economy.
\nHad his next election stolen.
\nFramed 3+ more times.
\nArrested.
\nShot.
\nShot at again.
\nAnd he won anyway.<\/p><\/blockquote>\n
